No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture.How is it that three supposedly competent lawyers, who worshiped St Ronnie, could have thought that this unequivocal statement did not apply to themselves, their administration or this country? And how could anyone suppose their ignoring of this was merely poor judgement? Even putting the best face on it is an ugly image.
