Matthew Richardson and Nouriel Roubini have an idea
In the WaPo today they lay out a plan to remove systemic risk from the American financial system. If you want to take risks, you pay for the clean-up up front and the bigger the risk the bigger the fee. Sounds like a good idea but it would take some balls to get it through Congress. You can probably find more balls at a eunuchs convention than you can in Congress.
