As I understand the Popenfuhrer's new stand on condoms
You can use them to have sex because they protect your health. Just don't use them in any situation where contraception may occur. God forbids you using anything that gets in the way of starting your little snowflake, even at the expense of your health and your little snowflake's health.
Perhaps this is just a veiled message to his priests to use condoms and stop leaving so much evidence behind.
